Robert Lotstein joined Buckley Kolar LLP as Senior Counsel in November 2007. Prior to joining Buckley Kolar, Robert Lotstein was the Managing Partner of Lotstein Buckman LLP, a Washington, D.C. law firm providing a wide range of services to the mortgage banking industry. The firm advised clients on federal, state, and local regulatory compliance issues, licensing, and other regulatory approvals and exemptions. The firm also provided government relations services, representing clients in Washington, D.C. and state capitals around the country. In its fifteen-year history, Lotstein Buckman experienced tremendous growth and represented many of the leading mortgage professionals.
Lotstein Buckman created iComply, an online state and federal mortgage banking tool, to further support the mortgage banking industry. During the second half of 2007, iComply was acquired by Thomas West. Mr. Lotstein continues to have an affiliation with iComply.
Mr. Lotstein is a member of the Advisory Committee of the American Association of Residential Mortgage Regulators. He received the American Association of Residential Mortgage Regulators' 2002 Distinguished Service Award "in recognition and appreciation of his continued support and service to AARMR. He chaired AARMR’s committee on HUD's 2002 Proposed Rule on mortgage reform. He also serves on the Mortgage Bankers Association of America’s Regulatory Compliance Committee, Legal Issues Committee, and Legislative Committee. Mr. Lotstein has participated in several regulatory working groups, including the Mortgage Reform Working Group and the Department of Housing and Urban Development’s working group which developed HUD Statement of Policy 1999-1. In 2000, he was invited by HUD Secretary Andrew Cuomo to serve on HUD’s National Task Force on Predatory Lending, and testified at a HUD/Treasury hearing on predatory lending. . In 2005, Mr. Lotstein was invited to join the Mortgage Bankers Association's State Legislative & Regulatory Steering Committee.
Mr. Lotstein served as General Counsel to the National Association of Mortgage Brokers (NAMB) and was a member of the NAMB Board of Directors for six years. Mr. Lotstein also served as InterFirst’s, a subsidiary of ABN AMRO, Washington counsel.
Mr. Lotstein is a frequent speaker at industry meetings, and has published articles in Mortgage Banking, National Mortgage News, Mortgage Broker, Mortgage Press, and other industry publications. He has been interviewed and quoted in The Wall Street Journal, The New York Times, The Washington Post, American Banker, and Real Estate Finance Today.
Mr. Lotstein is a member of the Maryland, District of Columbia, and U.S. Supreme Court Bars, and is a registered lobbyist with the U.S. Congress and several state governments. He is a member of the Panel of Arbitrators of the American Arbitration Association.
